Forbes has compiled a rating of the 100 richest officials and deputies – 2021


Forbes has presented a new ranking of the 100 richest civil servants and deputies. The publication claims that the list has been updated by a third – 34 participants were absent from last year’s ranking. Most of the wealthy are federal and regional deputies, whose families, as a rule, make money by doing business. The wealthiest officials are the heads of Rostec and VEB.RF.

The rating was headed by Konstantin Strukov, president of Yuzhuralzoloto MC and deputy of the legislative assembly of the Chelyabinsk region. He is followed by Igor Yevtushok – a deputy of the legislative assembly of the Kamchatka Territory and the beneficiary of Okeanrybflot OJSC. Earlier, ROT FRONT mentioned this gentleman, wondering how an honest deputy can earn 5.5 billion rubles:

“Igor Yevtushok, a United Russia deputy, has his own very lucrative fishing business. He is a co-owner of the Okeanrybflot company and for several years has been heading the list of the richest deputies of Kamchatka … Is it adequate that a Russian deputy has every opportunity to lobby the interests of his business in the regional authorities? Are we ready to accept that at his post he will not protect a working person, but his company?”

In third place is the richest – the deputy of the Sakhalin Regional Duma Dmitry Pashov is also a fish manufacturer, whose company is included in the list of system-forming enterprises in the region and in this regard has significant preferences.

Famous persons have also appeared in the ranking this year. The leader in record income as head of a constituent entity of the federation went to the head of Chechnya, Ramzan Kadyrov. In addition to him, the list includes the governor of the Bryansk region Alexander Bogomaz and the President of Tatarstan Rustam Minnikhanov, who built the vertical of power in the republic on the basis of kinship relations.

The richest minister, who turned out to be even richer than Ramzan Kadyrov, is Denis Manturov, the head of the Ministry of Industry and Trade, with a fortune of about 754.08 million rubles. The head of the industry loves good hotels: in 2019, Transparency International accused Manturov of overspending the budget during his own business trips. As a rule, the minister chooses luxury rooms.

The problem of civil servants and deputies being substantially richer than those they serve is not new. It was this situation that became one of the reasons for the three Russian revolutions, numerous riots and terrible lynching. The richer the state representative, the less aware he is of fears and problems, desires and aspirations of ordinary people and even officials at a lower level. For example, a specialist of the 1st category in the Federal Tax Service Inspectorate for Moscow in 2019 earned only 12 thousand rubles (160$) per month before taxes. It is not hard to imagine how unlike the existence of such a specialist is to the luxurious lifestyle of Denis Manturov.

The further the leaders of the state are detached from the ordinary person, the more difficult it becomes for them to satisfy their needs and the more difficult it is to realize that the end is, in fact, getting closer.
